Use the past simple and the past perfect
1. I .................. (just/finish) work when my cell phone ............ (ring).
2. My boyfriend ................ (forget) his keys, and he ................ (need) to get into his apartment.
3. Luckily he .......... (give) me a spare set of keys a few days before, and I ............ (have) them in my bag
4. When I ............ (get) to his apartment, I had such a surprise. He ............ (organize) a surprise birthday party for me.

Have got ou has got (para a 3ª pessoa do singular) são opções mais informais no inglês britânico que equivalem a have ou has, porém que não possuem forma no passado, pois assim ficariam iguais à construção do past perfect (had + particípio passado do verbo principal).
Na questão número 4, por exemplo, o correto é "When I got to his appartment, I had such a surprise", porque usamos o simple past para nos referirmos a uma ação que ocorreu em um tempo determinado no passado. Se colocássemos had got ao invés de got, estaríamos usando o past perfect, que não se encaixa nessa frase.

Não sabia que eram informais, qual a opção formal do verbo to have em inglês britânico?

Depende. Se have indicar posse, have (ou "has") seria a opção mais formal mesmo. Agora se você estiver se referindo a um dever ou obrigação, uma boa alternativa seria must, assim como no inglês americano. Ex.: You have to finish this project. --> You must finish this project.
