Grammar in Use Intermediate by Raymond Murphy says "It is not always necessary to change the verb in reported speech. If you report something and the situation hasn't changed, you do not need to change the verb to the past."
Since here we are doing the reverse i.e. changing a reported speech to a direct speech the right answer would be D.
